Coverage

Individuals and businesses performing regulated building, plumbing, electrical, or other licensed work in Victoria. This includes domestic and commercial builders, building surveyors, plumbers, gasfitters, electricians, demolishers, and other registered building practitioners.

Building Act 1993 (VIC), Building Regulations 2018 (VIC), Plumbing Regulations 2018 (VIC), Electricity Safety Act 1998 (VIC), and profession-specific legislation. The Victorian Building Authority (VBA) and Energy Safe Victoria (ESV) are the primary regulators.

Register as a building practitioner

Apply for and obtain registration with the VBA in the correct category and class before carrying out any building work, building surveying, or quantity surveying in Victoria.

Hold the correct class of registration

Ensure registration covers the specific category and class of work being performed. Domestic builder registration does not authorise commercial building work, and vice versa.

Maintain required insurance coverage

Hold and maintain the insurance required for the registration class, including domestic building insurance for domestic building work over $16,000 and public liability insurance as required by the VBA.

Complete continuing professional development

Complete the prescribed CPD points in each registration triennium. The VBA sets mandatory and elective CPD categories relevant to each practitioner class.

Renew registration before expiry

Submit the renewal application, CPD evidence, and fee before registration expires. Registration runs for three years. Carrying out work on an expired registration is an offence.

Comply with the Building Code and standards

Ensure all building work complies with the National Construction Code, relevant Australian Standards, and any conditions imposed on the building permit. Non-compliant work may trigger disciplinary action.

Notify the VBA of changes in circumstances

Notify the VBA within 30 days of changes to name, address, business structure, partnerships, company directorships, or any event affecting fitness to practise.

Issue required documentation to building owners

Provide building owners with required documentation including compliance certificates, maintenance schedules, and warranty information as prescribed by the Building Act and regulations.

Supervise apprentices and employees

Provide adequate supervision of apprentices and employees performing building work under the practitioner's registration. The registered practitioner is accountable for the quality and compliance of all work.

Cooperate with VBA investigations and audits

Respond to VBA inquiries, produce records, permit inspections, and attend disciplinary proceedings as required. Failure to cooperate is a separate disciplinary ground.

Penalties

What happens if you do not comply

Carrying out building work without registration carries penalties of up to approximately $46,000 for individuals. The VBA Building Practitioners Board may suspend or cancel registration, impose conditions, issue fines up to $37,000, and require rectification of defective work. Criminal penalties apply for serious offences.

Reporting requirements

No routine government reporting of work is required beyond building permit and inspection processes. Registered builders must maintain records of insurance, CPD, and completed work. The VBA conducts proactive audits and responds to consumer complaints.
